In this paper, we consider the international JBIC coding scheme[1] for the facsimile communication application and propose some modification in the standard comparing them with the Japanese propositions[2]. The proposed modifications consist of three parts, e.g. the reverification of BIH(Bi-level Image Header) of the JBIC, the insertion of a new marker code for detecting of the end of a page, and the restriction of the usage of coding mode in JBIG. The reverification of BIH are made in order to follow the current FAX communication protocol specification. Particularly, the respecifications include a new parameter indicating the number of total lines to be used the coding complexity. For detection of the page end, we propose a new terminating marker code in the last stripe data entity(SDE) instead of using the vertical line length counter in the JBIG. Finally, we propose to adopt only the sequential coding mode instead of using 3-coding modes in JBIG. We demonstrate the coding efficiency of the proposed coding mode by applying the mode to ITU standard test charts, and we observed that the compression efficiency of about 8~20% higher than those of MH[3], MR[3,] and MMR[4] coding schme of existing facsimile and that of the progressive coding mode in JBIG.
